Driving at an unreasonably slow speed may also be considered negligent.

A driver must use reasonable care when turning their vehicle or moving to the right or left.  California Vehicle Code Sect. 22107 provides that no person shall turn a vehicle from a direct course or move right or left until such movement can be made with reasonable safety. This does not require a driver to know that the turn can be made with absolute safety but only that they use reasonable care while moving.

When the law requires someone to yield the right-of-way, it means that, that person or driver must let the other person go first.  Even if someone has the right of way, that person must use reasonable care to avoid an accident.
